27 February 2006 2006 Census Online Form: February 2006 27 February2006 Online Census Explained With only eight daysremaining until Census Day on Tuesday, 7 March, StatisticsNew Zealand is reminding people who want to complete theircensus forms online that they will need both an ID and asecurity password for their household (PIN) to access thesecure Internet site. The paper census forms delivered bycollectors show each household's Internet ID, and collectorsprovide an envelope containing a household PIN if anyone inthe household wants to complete their forms online. Theenvelope also has instructions for how to log on. Peoplewho have received forms but do not have a PIN are advised tocall the toll-free helpline 0800 CENSUS (236 787) to orderone. The two log-on elements are part of theindustry-standard security that Statistics NZ has put inplace to ensure the privacy of information submitted online."Statistics New Zealand is committed to providing a secureenvironment when you use the online option," said GovernmentStatistician Brian Pink. "This means while you arecompleting the form, as well as when you send it, and later,while it is processed and stored." While the system hasbeen designed to work with low-speed computers and Internetconnections, users need to have a computer with anup-to-date operating system and are advised to have currentfirewall, anti-virus and anti-spywareprogrammes. Statistics NZ has successfully tested theusability of the forms internally and in public trials. "Ifyou are familiar with making Internet transactions such asInternet banking, you should find it straight forward tocomplete your census forms online," Mr Pink said. As withthe paper forms, the online forms are available in Englishor Mäori. "If some members of your household want tocomplete their forms online while others don't, that'spossible too," Mr Pink said. "Each person has the choice ofcompleting either a paper form or Internet form." @ Toensure the security of information, it is not possible tosave partly completed forms and return to them later. "Ifyou are in the middle of completing a form online and areunable to finish it, you need to click 'Cancel'," explainedMr Pink. This closes the form and the information entered isnot saved. After completing a form online and clicking thebutton to submit it to Statistics NZ, answers cannot bechanged. The form is sent to Statistics NZ immediately. Acommunications system will notify collectors when peoplehave completed their forms online, so they know how manypaper forms to collect from each household. "If all peoplein a household complete their forms online, the collectordoes not need to return," said Mr Pink. Statistics NZ hasmade projections and performed tests to simulate theexpected level of use on Census Day. "It is possible that ifeveryone tries to go online around the same time on censusnight, then some will be unable to access the site and willhave to try again later," said Mr Pink. "We are confidentthat it will be successful if people have a littleflexibility -- as they sometimes have to do when accessingthe more popular sites." The paper form also provides aback-up option if people experience technical difficultiesor decide not to proceed with completing their census formsonline. If you are in New Zealand on census night but awayfrom home, forms and PINs will be available at hotels,motels and other commercial accommodation to enable you tocomplete your census form online if you have access to anInternet connection. Statistics NZ advises people to checkthe security of the computer they will be using if thecomputer is not their own. Canada and Australia will alsohave an online option in their censuses in May and Augustrespectively, and the three national statistical agenciesare sharing their experiences.
