20 February 2006 Internet Governance Forum to tackle broad range of topics,UN official says The Internet Governance Forum to beconvened later this year will take up such issues ascybercrime, multilingualism and enhancing the role of theInternet as a tool for development, a United Nationsofficial said today. As two days of consultations on thescope and structure of the meeting concluded today,Secretary-General Kofi Annan s Special Adviser for the WorldSummit on the Information Society (WSIS), Nitin Desai told anews conference in Geneva that the inaugural meeting of theForum was scheduled to take place in Athens, Greece, inOctober or November, with more than 500participants. Those taking part in the consultations hadreached a general agreement that the management of theInternet Governance Forum (IGF) would be done jointly bygovernments, civil society, business organizations and theInternet community, he said. On other issues, he said, oneproposal was to have the IGF address specific managementissues, such as SPAM and the illegal or malicious acts knownas cybercrime, noting, however, that certain acts, such assending or posting pornography, might be seen as a crime inone country and not in another. Another proposal was to havethe Forum focus on issues of transparency and capacitybuilding, although the IGF has had no decision-makingpower. In any case, developing countries wanted to ensurethat the IGF was relevant to development concerns. In thisregard, they had introduced issues of interconnection costs,Internet access and the terms under which Internet users indeveloping countries could acquire software, he said. TheForum would provide a space where different actors couldopenly discuss the technical, political, social and economicdimensions of the Internet, Mr. Desaiadded.
